Despite not having a roof over their heads, some Twin Cities business owners opened up shop Monday following Saturday's tornado.

A EF1 tornado tore a nine-mile path of damage through Long Lake, Plymouth and Orono Saturday night.

The storm ripped the roof off Chunk's Automotive in Long Lake and whipped the debris into a neighboring trucking business.

Both businesses opened Monday and both consider themselves relatively lucky.

Mike Personius from Chunk's Automotive said even though the roof is gone, the interior of the building wasn't badly damaged. Even the company's computers and other electronics survived the storm.

Down the road at the Liquor Barn opened for business Monday as well. The owner, Mike Yungner, said insurance will cover the cost of a new outdoor sign and roof repairs. Only a small portion of the store's inventory was damaged.

Winners and losers under 'cash for clunkers' - MLive.com

Freshly infused with an additional $2 billion, the government's Car Allowance Rebate System is expected to last through August. And while sales have been brisk and legislators' grins wide, not everybody is a winner under the plan.

Winner: New car dealerships

While filing rebates has caused a number of headaches for dealers, sales have been skyrocketing. Cody Lusk, president of the American International Automobile Dealers Association, told the Guardian, "This is the one true stimulus that seems to be working out of all the things that have been tried in the last few months."

Loser: Used car dealers

Some used car dealerships are reporting slagging sales as rebates entice consumers to buy new cars, but the problem for used-car dealers could be magnified in coming months. Industry analysts say that because trade-in cars in "cash for clunkers" have to be destroyed, the program could remove as many as 750,000 or five percent of used cars from the market. The result could higher prices and less choices for consumers.

Winner: Automakers (domestic and foreign)

Ford in July announced a 2 percent sales increase over the previous year, it's first gain since Nov. 2007. And while General Motors and Chrysler still posted declines, they were less than in recent history. Suzuki and Hyundai, meanwhile, saw sales rise more than 12 percent.

Beyond sales, payroll figures show automakers added 28,000 workers in July, the biggest gain in more than a decade, according to Bloomberg. "We are looking at the cash-for-clunkers as a booster shot to get us through the fragile economic recovery to the other side, where the economy has legs under it, which we think will happen as the year moves on and then we will not need cash-for- clunkers anymore," GM sales analyst Mike DiGiovanni told Bloomberg television last week.

Loser: Charities

Charities across the nation face the same situation as used car dealerships: As more people scrap there old cars, less donate them. "We know there's going to be a significant impact," Chad Iseman, director of the Kidney Cars program for the National Kidney Foundation, told the Detroit Free Press.

Winner: Scrap yards

Cars traded in under 'cash for clunkers' must be scrapped, and as a result local salvage yards have been reporting actual or projected boosts in purchases. In one and a half weeks, Taylor Auto Salvage picked up around 900 clunkers, roughly 10 percent of the total vehicles it purchased last year, owner Jeff Wojtylko told Crain's Detroit.

Loser: Repair shops

As consumers choose to trade in old cars rather than repair them, repair shops stand to lose business under "cash for clunkers." Steve Sadoski, manager of the Auto Lab, told Local 4 Detroit he's worries about the program. "Not only do I lose that repair, but I also lose his business for the next 4 or 5 years while that vehicle is under warranty."

Oak Cliff development needs to move forward - Pegasus News

After years of dealing with an overabundance of car lots, motels, and boarded up buildings, the Fort Worth Corridor is in a stage of redevelopment and revitalization. The Belmont Hotel, as well as the Cliff Cafe (currently under renovation and rebranding) and the Salón Las Américas center have sparked the rebirth of this once-forgotten area.

Project Luke is the name for a highly-anticipated mixed-use development which will stretch from I-30 to Fort Worth Avenue along Sylvan. It has the makings of the type of development the city had in mind when we got our Form-Based Zoning framework approved; moving buildings farther out towards the street and parking behind the buildings vs. having a sea of parking along the street. The most important piece of this development is the plan for a 30,000 SF +/- site at the I-30 frontage road & Sylvan. Such a footprint would accommodate a mid-size grocery store or an organic grocery like Newflower or Whole Foods. Plans also include loft/studio spaces.

Unfortunately, the entire development is now at risk. There is a major roadblock which is impeding the continued revitalization of this corridor. The issue at hand is the county-owned land that is needed for this development, located at the corner of Sylvan & Fort Worth Avenues (map). Here is a recent picture of county auto shop from DCAD:

According to the Dallas Morning News article, a land swap was proposed because State law doesn't allow the county to sell directly to a private party. For now, the county commissioners are balking at the proposed swap and instead vote to have an appraisal completed at a maximum cost of $12,300 to determine the land value.

All of the commissioners quoted seem to be focusing on the value of the land. The underground fuel tanks were also mentioned; I'm sure the developer realizes that tanks will have to be addressed.

Curiously, there is no quote from County Commissioner Ken Mayfield, who represents the area in which the auto shop is located.

While the county does have a responsibility to make a good deal for the taxpayer, it is not a good idea to risk major developments whose benefits far outweigh the amount of additional upfront value that the county can receive form the developer. The increased tax dollars generated (from its current level of zero) base would also be a benefit.

There are plenty of other places to locate this shop. As noted by Shannon Brown, the assistant Commissioners Court administrator, many auto dealerships are closing. There is also no shortage of service station/repair shops that are closed on which such a county facility could be located.

I'm also not sure if the shop must be located in Oak Cliff.

To me, this land arrangement should not be viewed as a cash cow for the county. It should be treated as an opportunity to bring needed retail and services to this part of Dallas, and one that should be welcomed with opened arms.
