SCOTTVILLE — Progress on Scottville's newest addition to the city is moving along.

Dollar General will have signs on the new store that are bigger than what is usually allowed after commissioners, acting as the Zoning Board of Appeals, granted a variance for the signs Monday.

The business is relocating across the street from its current store, building on a vacant lot on South Main Street across from the former Healy auto dealership building, land it purchased from the city.

The variance, however, didn't pass unanimously. Commissioner Jeff Gilchrist opposed the variance, stating that if the city grants a variance to one business, it will have to do it for others.

"I had a vertical sign on my store and I can't put it up anymore," said Gilchrist. "If everyone else abides by the rules, I think they should have to, too."

Commissioner Andrew Peterson stated he thinks the variance for an increase in size of five percent and said he didn't see anything wrong with letting people build signs a little bigger than the ordinance called for.

The city attorney addressed the issue and said there hasn't been a variance requested since about 1996 when he started with the city and didn't think it would be a problem to allow the variance.

Former Healy building

Mayor Leon Begue asked for there to be no discussion on the potential sale of the city's former Healy building Monday night, instead having the issue sent to the planning commission, which was to meet at 1 p.m. today. Two prospective buyers, Jason Porter and the Holdens, have shown interest in the site.

In other business:

• A snow removal bid was awarded to Jabrocki Excavating in Scottville. Williams said the business has done the work in the past and is willing to store snow on its property. She said there had been a concern with where the snow would be dumped because of flooding in the spring. Larsen's Landscaping, which also bid on the work, didn't have a place to dump the snow.

Jabrocki, however, will be reminded of damage caused in years past and asked to repair the damage or the city will do it and send a bill.

• Tree removal will start immediately after commissioners awarded a bid to Totally Trees in Scottville.

"He is very qualified and will stand by his price," said Williams. "Even if we replace all of the trees, because he is so low, we will still come in way under budget."

• Commissioners accepted a bid from Bob's Roofing Company to fix the roof on the Riverside Park bath house for $1,724.

"I am not sure at this point that the roof, the way it is, will last through winter," said Williams.

Money for the repair will come from Riverside Park proceeds.

• Commissioners approved a request by Josh Spencer to add two projects to the West Michigan Shoreline Regional Development Commission list to help with funding for the projects.

"It doesn't bind us, just gets us in the plan," said Spencer.

"It is a key entity to be a part of," said Begue.

Williams added Ludington and Pere Marquette Township have worked with the commission and Scottville was a part of it for the sewer project.

• Unpaid grass-cutting bills the city charged property owners who didn't keep up on maintenance will be placed on winter tax assessments, commissioners agreed Monday. In addition to the fees, Williams reminded commissioners there will also be a $25 administration fee.

• New bylaws for the planning commission were approved to match with new state standards for planning commissions.

Reds legend Joe Morgan to open Honda dealership in Monroe - Journal-News

MONROE — A groundbreaking ceremony has been scheduled next month for a new automotive dealership in Monroe.

The Nov. 17 ceremony is for Joe Morgan Honda, said Kevin Chesar, director of development for the city.

The dealership, which bears the name of the former Cincinnati Reds Hall of Fame second baseman who is the majority owner of the project, will be located in the Warren County area of Monroe. It will be on about 4.5-acres of land just south of Treasure Aisles — formerly known as Turtle Creek Flea market — off Ohio 63 and Interstate 75 on Garver Road, Chesar said.

Those expected to be on hand for the ceremony include Morgan, several Honda officials from California and the Greater Cincinnati area and John Voss, co-owner of the dealership, said Dick Lange, general manager of the dealership.

"We're getting really excited to the point of just getting it going. Its been a long journey for us to find the right location and get it done so now I guess we're going to reap the fruits of this project here very shortly," he said.

Chesar said plans call for foundation to be poured at the site before the end of the year followed by the start of construction next spring.

"As soon as the weather permits, we'll get working on it and hopefully be open next summer," Lange said.

General contractors Oswald Company Inc., in Kenwood will perform the work, he said.

The project calls for a 28,553-square-foot automobile sales and service area that will perform minor work, such as repair and warranty services and oil changes, Lange said.

In addition, Chesar said the project will include 167,467 square feet of outdoor sales area and a total of $3.5 million in real property value improvements.

The majority of vehicles that will be sold at the dealership will come from Marysville, Greenville, Ind., and Lincoln, Ala., Lange said.

Chesar said that Joe Morgan Honda is the first new car auto dealership to locate in Monroe, to his knowledge.

Lange, who also serves as general manager of Voss Auto Network in Dayton, said Morgan plans to be very active in the dealership, which is his first.

Hallsville leaders work to halt budget drain - Columbia Daily Tribune

HALLSVILLE — High personnel costs are sending the city toward a sea of red ink, an alderman said last night during a special budget work session for the Hallsville Board of Aldermen.

Specifically, Alderman Mickey Nichols said he does not think the community needs a city administrator.

Last month, the city had to cash in a $5,000 certificate of deposit to meet the monthly payroll of $28,000 for its 10 full-time employees. After those expenses were met, the city's general fund on Sept. 30 totaled $809.71. City Administrator Bob Hipple created a stir when he suggested that one way to battle the budget woes would be for employees to take voluntary pay cuts.

Aldermen last night briefly discussed the idea of furloughs for city employees. Alderwoman Jane Alexander said furloughs would temporarily reduce payroll and would "spread the impact … without making anyone the sacrificial lamb."

For Nichols, the budget issue last night focused on Hipple. "I really feel that we overcommitted on the salaries," he said. "I really don't feel that Hallsville needs a city administrator."

Alexander and Alderman Jim Bunton — along with Mayor Carl South — expressed support for Hipple, who has been Hallsville's city administrator since August 2007. Bunton and Alexander were the board members who led the recruiting process for city administrator candidates.

Hipple's $64,000 annual salary accounts for just less than 20 percent of the city's salary costs. Salaries and benefits for city employees total 50 percent of the town's $824,000 non-grant budget.

Bunton cautioned fellow aldermen not to overreact to the budget trouble. South said he does not favor reducing salaries or cutting personnel to deal with the budget crunch.

"I'm not saying I like it; I'm just trying to run a city without going broke," said Nichols, who has owned an auto parts repair shop in Hallsville for 30 years. "That's where we're headed."

Hipple told aldermen last night that the city could be looking at up to a $50,000 deficit by the end of the fiscal year June 30. This morning, he revised that, saying the possible deficit could be half that.

"Our income is actually holding up pretty good, and while our reserves are low, if we control expenditures, I really don't see a reason why we would have a deficit," Hipple said.

He said current shortfalls are mostly the result of slow revenue. The bulk of an expected $135,000 in property tax receipts is expected in late January. A $15,000 revenue share from Boone County later this month also will help boost funds as the city waits for sales tax revenue to come in.

"We need to find some income or cut expenses," Alderman Jeff Leverenz said. "I'm not interested in just getting by."

The board will meet again Monday to review alternatives to trim expenses. Leverenz said he would not support a plan for furloughs.

"We don't have the staff for furloughs," he said. "Folks who are making $24,000 and $28,000 do not need to take less pay."
